1.Purpose目的
The purpose of this SOP is to provide instruction to the Master and officers on board the ship with respect to the steps to be taken when an oil spill has occurred or is likely to occur.
本文件宗旨是在当船舶已发生或可能发生漏油时应采取的应急措施向船长和高级船员提供指导。

Fully clean up spilled oil, reduce environmental pollution and property losses

4.Responsibilities职责
Operational Command 行动指挥组
Assemble on bridge. Fully responsible for the shipboard oil spill prevention procedure. Ensure the implementation of notification and alert procedures. Ensure tracking reports. Stability calculation/evaluation/damage control. (if hull damaged)
驾驶台集合,全面负责船上防溢油程序。确保通知和警报程序的实施，确保跟踪报告，稳性计算/评估/破损控制。（如果船体受损）
On Scene Commander 现场指挥:
At I-95 staging area. Establish communication with Operational Command. Investigate on scene situation and determine the source of spillage. Report the situation to Operational Command.
在I-95集合区，与行动指挥建立沟通。调查现场情况并确定泄漏源。向行动指挥报告情况。
Technical team技术团组：
Establish communication between the on scene commander and ECR. Assist and support on scene commander to deal with technical issues such as pipeline leakage, bunker tank overflows.
在现场指挥和集控室之间建立沟通。协助和支持现场指挥处理管道泄漏、燃油箱溢流等技术问题。
Crowd Control Teams 拥挤人群控制小组
Lead by deputy security officer are to be called to meet with the Chief Officer Safety at the SA for evacuation and seal off the area
由副保安员领导，与安全大副在集合待命区会面， 并负责拥挤疏散和封锁相关区域。
Rescue Boat Team 救助艇组
Proceed to rescue boats. Standby for the further orders from OSC /OC. When rescue boat waterborne, proceed to aft part of the ship for deploying the oil boom.
前往救助艇，等待OSC/OC的进一步命令。当救助艇在水面时前往船尾准备部署围油栏。
First Response Team 第一反应小组
Reports to the Chief Officer Safety (spill area)
向安全大副报告（泄漏区域）
Fire Team 1( SOPEP Team )消防1组（SOPEP组）
Proceed to fire locker 1 and report to OC,dispatched to aft mooring deck for deploying oil boom to rescue boat.
前往消防1站并向OC报告，消防一组被派往船尾系泊甲板，以便部署围油栏至救助艇。
Fire Team 2(Damage Control Team/SOPEP Team)消防2组（SOPEP小组/破损控制小组）
Proceed to fire locker 2 and report to OC, transfer SOPEP equipment from deck A midship portside to spill area as directed by OSC/OC.
前往消防2站并向OC报告，按照OSC/OC的指示，将SOPEP设备从A甲板船中左舷转移到泄漏区域。
Fire Team 3( SOPEP Team )消防3组（SOPEP小组）
Proceed to fire locker 3 and report to OC. Fully dressed to staging area waiting for further instruction-Fire Fighting
前往消防3站并向OC报告。穿好消防服前往集合待命区等待进一步指示-消防
Fire Team 4( SOPEP Team )消防4组（SOPEP小组）
Proceed to fire locker 4 and report to OC, dispatched to forward mooring deck for transfer additional SOPEP equipment to staging area.
前往消防4站并向OC报告，并被派往船首系泊甲板，以便将额外的SOPEP设备转移到集结区。
Fire Team 5( SOPEP Team )消防5组（SOPEP小组）
Proceed to fire locker 5 and report to OC. Fully dressed to staging area waiting for further instruction.

Transfer ail bottles to staging area

5.Procedure 步骤
Broadcast Code Word 3 times CODE PAPA and notice LOCATION

Staging area: Deck A Fire Zone 2 Outside ECR

5.1 External Spill 外部泄漏：
Oil spills like Heavy Fuel Oil and Marine Gas Oil emit toxic fumes. Proper PPE must be worn during the cleanup operation.
重油和轻油会释放有毒气，在清理作业过程中，必须穿戴适当的个人防护装备。
Oil Containment Boom must be deployed as soon as possible to avoid oil from spreading.
必须尽快部署围油栏，以避免溢油扩散。
Any oil residue on the ship side must be removed before the ship continues to the next port. Oil Containment Booms need to be fully decontaminated before returned to the racks/drums.
在船舶继续前往下一个港口之前，必须清除船舷上的所有油渣。在将围油栏放回架子/桶里之前，需要对其进行彻底清理。
All oil absorbent material used during the cleanup must be properly disposed of by 2/E Environmental.
在清理过程中使用的所有吸油材料必须由 环境轮机员妥善处理。
IMPORTANT : If the amount of oil spilled is large, it is difficult to achieve the desired effect only by the crew of the ship, and the shore side clean-up team should be contacted through the agent for assistance – Refer to SOPEP Manual .
重要事项：如果溢油量较大，仅由本船船员组织反应难以获得理想效果，应通过代理联系当地的清洁 组伍予以协助- 参考公司溢油控制手册。
5.2 Internal Spill内部泄漏：:
Oil spills like Heavy Fuel Oil and Marine Gas Oil emit toxic fumes. Proper PPE must be worn during the cleanup operation.
重油和船用轻柴油会释放有毒气体。在清理作业过程中，必须穿戴适当的个人防护装备。
Internal oil spills may lead to fire. On-scene coordinator (Fire Fighting) must be standing by with two fully equipped mobile teams.
内部漏油可能导致火灾。现场协调员（消防）必须与两个装备齐全的机动小组一起待命。
Nearby drains and scuppers must be plugged to avoid oil from going overboard.
附近的排水沟和排水口必须堵塞，以避免油从船上向外流出。
All oil absorbent material used during the cleanup must be properly disposed of by 2/E Environmental.
在清理过程中使用的所有吸油材料必须由环境轮机员妥善处理。
5.3 Pneumatic Pump气动泵
Pneumatic Pump operational Instructions for use are as follows.
气动泵使用说明如下。
1.Connect the transparent hose to the yellow recycled oil drum
将透明软管连接到黄色回收油桶
2.Connect the Pneumatic Pump and Air compressed with black air hose
用黑色空气软管连接气动泵和压缩空气
3. Use recovery ports for Oil spill recovery ( Recovered Oil/oil water can also be directly transferred to the sludge tank by opeing the cover at the bunker station – total 3 covers )
使用回收口进行溢油回收（在加油站：回收的油/油水也可以通过打开去污油舱的盖子直接转移到污油舱——总共3个盖子）
5.4 Priority Oil boom procedure围油栏布置顺序流程
Oil Containment boom located on aft mooring deck – if oil containment boom needed, depending of external forces wind and current, oil containment boom shall be utilize with the following priority:
位于船尾带缆甲板上的围油栏——如果需要围油栏，根据风力和水流的外力，应按以下图示操作步骤
